Southeast Complex Release Paths
Southeast State Correctional Complex is a KDOC state prison in Wheelwright, Floyd County. It is outside Letcher County but serves the eastern Kentucky state-custody network and may appear as the current location in KOOL. A Letcher County criminal case does not guarantee confinement in Letcher County. State prisoners can be placed at this complex, other KDOC institutions, or contract county jails.
A final release from Southeast may place a person on parole, mandatory reentry supervision, or discharge a completed state sentence. Those outcomes are distinct. Parole follows a Kentucky Parole Board action implemented by KDOC. Mandatory reentry is a statutory community-supervision status for covered prisoners. Discharge means the responsible record shows the sentence or supervision ended.

Confirm Southeast Complex Release
Kentucky Offender Online Lookup is the public state route. It searches the KDOC track using name, aliases, DOC number, PID number, supervision status, location, county of supervision, conviction county, offense, dates, and other filters. A DOC or PID number is much stronger than a common name. Open the detail record and compare identifiers before interpreting its location or release fields.
- Search KOOL by DOC or PID number when known, or use the full name and aliases.
- Compare conviction county, offense, photo availability, and identifiers.
- Open the matching detail record and read current status and location exactly.
- Check projected-release, maximum-expiration, parole-history, and supervision fields actually displayed.
- If the location changes to a supervision office, verify community supervision with the KDOC district office.
- If discharge is claimed, request the final state release or discharge document.
KDOC says KOOL updates are made daily, does not guarantee complete accuracy, and warns that data newer than 120 days may not be final. Record the lookup date. A projected date is not proof of completed release, and a supervision-office location is not proof of final discharge.
Southeast Complex Records and Contact
The facility address identifies the state prison and is useful when confirming the institution named in a record. Release and discharge records remain KDOC records. Use the department's official open-records process rather than sending a county jail release request to Letcher County. KDOC explains that KRS 197.025 supplies a five-day response provision, excluding weekends and legal holidays, while corrections restrictions and exemptions may still apply.

KDOC Open Records Requests
A useful request identifies the person, DOC or PID number, approximate release date, and the particular final release, discharge, or sentence-status document sought. Ask for electronic delivery when the record exists in that form and the law permits it. Do not request county booking records from the complex merely because the original case arose in Letcher County.
Southeast State Custody Records
KOOL results can show the current prison, state identifiers, conviction information, photo availability, and supervision data. Each field answers a narrow question. “Current location” identifies where the KDOC track currently places the person. “Projected release date” is a calculation. A parole-history entry describes Board activity. The live status and a final record are needed to establish the actual result.
Qualified state prisoners receive sentence credits under Kentucky rules when eligible. KRS 197.045 governs state credits, while offense-specific restrictions can limit early release. Qualifying violent offenders under KRS 439.3401 may face the statute's minimum-service rule. It is not accurate to say every felony requires 85 percent. Letcher Transfer to Southeast Complex
A move from Letcher County Jail to Southeast State Correctional Complex is a transfer into or within state custody. It must not be described as release to the community. The Letcher jail disposition may name KDOC as the receiving authority, VINE may generate a transfer event, and KOOL should identify the current state location after data reaches the system.
The same caution applies when Southeast disappears from the current-location field. The person may have moved to another KDOC prison, a contract county jail, a supervision office, or final discharge. Read the replacement location and status. If another institution appears, confinement continues. If a probation or parole office appears, the person may be in the community while still under state supervision.
Southeast Parole Decision Check
The Kentucky Parole Board, not Southeast staff or the Letcher jailer, makes parole decisions for eligible state prisoners. The Board schedule page publishes monthly schedules and eligibility lists. A calendar entry means consideration is planned; it is not a grant.
Match an eligibility list by DOC number. After consideration, read the person-specific KOOL parole-history table and obtain the written Board action when necessary through the Board open-records route. A grant, denial, deferment, serve-out, rescission, or other action should be stated exactly. Even a favorable action can precede the physical release date.
Once KOOL shows community supervision, use the KDOC Probation and Parole directory to identify the supervising district. Individual reporting terms come from the assigned office and the person's paperwork, not from an old prison location.
Southeast Release Date Changes
A date can change because of jail-credit corrections, amended judgments, added sentences, disciplinary credit loss or restoration, completed programs, parole actions, revocation, detainers, or data corrections. Future KOOL dates should always be labeled “projected as of” the day checked. Once release occurs, use the actual event record.
KRS 439.3406 can place a covered prisoner on mandatory reentry supervision before projected completion, subject to statutory exceptions. That is a release to community supervision, not a final sentence discharge. A later violation or revocation can alter the state status again.
Federal and immigration systems are separate. No federal prison or verified ICE contract facility was found in Letcher County. A true BOP or ICE custody issue requires the relevant federal locator, not a Southeast or Letcher jail search. A detainer may create an agency-to-agency transfer even after KDOC custody ends.
Verify Southeast Actual Discharge
The strongest confirmation joins the KOOL status with the final KDOC document. VINE can add timely notice, but alerts may lag and a February 2026 vendor incident produced false release alerts in Kentucky. Confirm every alert with KOOL, the institution or KDOC record, and a final Board action when parole applies.
Use the Letcher County released-inmate search path only to classify where the custody began and whether a Letcher court or jail record is also needed. Southeast release itself remains a state-prison event. County jail roster absence is irrelevant to whether a prisoner left Southeast.
Note: A move from a prison to a KDOC supervision office is community release with active supervision, not automatic final discharge.

Ask for the final release or discharge document and, when relevant, the public sentence-calculation summary. If parole drove release, separately obtain the Board action. If KOOL still shows a supervision office, use the district directory to verify the allowed current status.
Corrections files may include protected material. A narrow request helps KDOC separate public portions from restricted security, medical, personal, or supervision information. KOOL is a useful index, but it is not a certified substitute for the source document.
